Chuck Scragg, MA, MBA, EDFP

Mr. Scragg is President of Solutions Consulting, a community and economic development focused firm. His firm works with local governments to prepare for economic development as well as prospect companies seeking to find sites and available buildings in the right locations. His recent contracts include six months as the Consultant-Interim Executive Director with the Development Authority of Long County, six months with Brantley County Development Authority, and six months with the Greater Gilmer/Ellijay JDA.  These assignments are to redirect both the strategy and operations of the Development Authority, provide organization and then perform an Executive Search for a permanent director.  Previously he served one year as the Executive Director of the Brunswick and Glynn County Development Authority.

As turn around and start up economic development specialist in these Counties, Chuck assisted new and existing companies that are considering an expansion or relocation to the area.  Working with the elected officials, appointed official and the community, Chuck provided strategic planning, product development, consensus building, marketing and other endeavors that result in new industrial recruitment, existing industry retention and expansion, and small business and general business support. He also utilizes a team approach with support from the development authority board members, elected and appointed officials, technical college, career academy, K-12 and other education officials, the Chambers of Commerce, and the Convention and Visitor's Bureau, and various stakeholder groups.

Previously, Chuck was employed with Georgia Power for 31 years, where he has held various management and economic development positions.  His 21 years in the Community, Economic Development and Legislative Affairs positions, prepared him for all facets of working with State and Local Governments.  Prior to Georgia Power, his experience included local government planning and management consulting.  Additionally, he has taught college courses in management, finance and strategic planning. He is a Certified Economic Development Financial Professional and a former committee chair and Board of Directors member of the Georgia Economic Developers Association.  He has been a member of the Georgia Chambers of Commerce Association, the International Economic Development Council and the Southern Economic Development Council.

Chuck holds an undergraduate degree in Education and a Masters of Arts degree in Counseling, both from West Virginia University. Additionally, he holds a Masters of Business Administration degree from Berry College, located in Rome, Georgia. He is married to Barbara White Scragg, formerly of Decatur.  They have three sons, Chris, Chas, and Jon and four grandchildren.
